The tensile strength is defined as a function of the compressive strength at any point in time: In LRFD and ACI the tensile strength is lower for light weight concrete, but for CEB-FIP the type of concrete does not affect the tensile strength. CIP RC/PT Girder does not consider lightweight concrete.
